Statement made by Seema Malhotra The Parliamentary Under-Secretary of State for
Migration and Citizenship Labour
Key steps include:
Alignment of Visa and Employment Laws: Ensuring robust protections for overseas workers,
particularly in sectors like Adult Social Care.
Fair Work Agency Legislation: Introducing laws to penalize businesses guilty of serious
employment breaches, including revoking sponsorship licenses.
Ending Exploitative Practices: Employers must cover all costs related to sponsoring workers,
such as certificates and licenses, preventing exploitation and debt for employees.
Extended Compliance Action Plans: Non-compliant employers will face longer Action Plans
(up to 12 months) with restrictions on using their sponsorship licenses.
Stronger Penalties for Noncompliance: Cooling-off periods for repeat offenders will be
extended, barring them from reapplying for sponsorship licenses.
